Recommend quick add functionality allow to add multiple CERs at a time

Feature Request: Bulk CER Quick Add

Summary:
Enable users to add multiple CERs to a proposal at once from the CER view using the quick add functionality. This enhancement would better align the quick add experience with the primary purpose of the CER view and improve efficiency when building proposals.

Problem Statement:
Currently, the quick add functionality in the CER view supports adding tasks and WBS items, which feels misaligned with the user workflow in that area. Users who need to add several CERs to a proposal must do so one at a time, creating unnecessary effort, slowing down proposal setup, and making the process less intuitive.

Proposed Solution:
Update the quick add functionality in the CER view to allow users to select and add multiple CERs in a single action.
Ensure the quick add workflow is focused on CER-related actions that fit the context of the CER view.
Allow users to quickly search for, select, and confirm multiple CERs before adding them to the proposal.
Provide clear feedback if any selected CERs cannot be added due to validation rules or proposal constraints.
