Workflow user assignments at the BOE View

When a user creates a PBS, who is not a RAM admin, add them to the first step of the workflow automatically and create a popup so they can select the users assigned to the other steps of the workflow for that PBS.

Users should only be able to select users from this current RAM Group who are already assigned to the workflow steps.
