Warn user that the proposal has not been submitted when syncing

Sync functionality is not intuitive. When the proposal is not submitted, the sync will only integrate library and rate table data, but the user will not be informed.

I recommend making a popup warning when sync is used, and the proposal was not submitted first. The popup should state that only Liraray and rate data will be synced because the proposal has not been submitted.
