Home should be it's own standalone button Merged

Description: Home should be it's own standalone button. Shouldn't need to go to a menu and then a sub-menu just to get back to the start. Also not sure why Dashboards is it's own category if Home is the only item within it. Additionally, would be nice if users could configure what their "Home" screen is, similar to the default view setting in CE, but for the whole system instead of per proposal
