Feature Request: Ability to Favorite Proposals for Quick Access

Summary:
Introduce a “favorite” or “star” capability that allows users to mark specific proposals and quickly access them from the dashboard and proposal list views. This will provide a persistent, user-specific way to return to frequently referenced proposals without relying on assignment or recency.

Problem Statement:
As the number of proposals in the system grows, users such as reviewers and auditors often need to revisit a subset of proposals frequently, even when they are not directly assigned. Today, these users must search, filter, or scroll through long lists to find the same proposals repeatedly. The existing “Recent Proposals” queue is insufficient, because heavily used proposals can be pushed out of the recent list as new items are opened, making navigation inefficient and time-consuming.

Proposed Solution:
Add a user-specific “favorite” (star) control on proposals in both the dashboard and proposal list views, as well as within the proposal detail view.
When a user marks a proposal as a favorite, it should appear in a dedicated “Favorites” section or filter on the dashboard and proposal list views for one-click access.
Favorites should be stored per user (not globally), so each person can maintain their own set of frequently accessed proposals regardless of ownership or assignment.
Allow users to toggle favorites on/off easily from any view where a proposal is listed, with changes reflected immediately.
Provide sorting and/or filtering options that bring favorites to the top of proposal lists, and ensure favorites are not dependent on recency so they remain accessible over time.

Reduces time spent searching for frequently referenced proposals.
Improves workflow efficiency for high-volume users such as reviewers and auditors who work across many proposals.
Provides a consistent, intuitive way to organize personal work, independent of assignment or recent activity.
