Feature Request: Toggle to Only Submit Finalized BOEs to CE

Summary:
Introduce a toggle option when submitting BOEs to the CE environment that limits submission to only finalized BOEs. This control ensures that draft or in-progress BOEs are excluded from CE proposals, keeping proposals clean, accurate, and ready for review.

Problem Statement:
Currently, when submitting BOEs to CE, there is no straightforward way to exclude drafts or non-finalized BOEs. As a result, draft BOEs can be unintentionally included in CE proposals, cluttering the proposal, creating confusion about which BOEs are truly ready, and increasing the risk of inaccurate or premature data being used for estimating and review.

Proposed Solution:
Add a clearly labeled toggle (e.g., “Only include finalized BOEs”) to the CE submission workflow.
When the toggle is enabled, the system should:

• Automatically filter the submission set to include only BOEs in a “finalized” status (or equivalent configured status).

• Exclude any BOEs in draft, in-review, or otherwise non-finalized states.

• Provide a summary view indicating how many BOEs are included/excluded, with basic details so users can verify the submission set.

When the toggle is disabled, behavior should remain as it is today (all selected BOEs can be submitted, regardless of status), preserving existing workflows.
If no BOEs meet the “finalized” criteria, display a clear warning or message so users can adjust statuses or submission settings before proceeding.
