Feature Request: Add Remaining to the Audit Report and Warn on Submit to CE

Summary:
Users want to ensure that all values in a BOE are fully allocated before submitting to CE. To support this, we should add a "Remaining" column to the Audit report that shows unallocated values, and trigger a warning during the Submit to CE process if any BOE entries still have Remaining amounts.

Requested Enhancements:

• Add a “Remaining” column to the Audit report to show the difference between allocated and total values.

• Include this column dynamically for each BOE row in the report.

• During the “Submit to CE” workflow, validate whether any BOEs have non-zero Remaining values.

• If such BOEs are found, display a warning summarizing the issue and allow the user to either cancel or proceed.

Goal:
Help users catch unallocated values early, improve proposal quality, and avoid incomplete submissions to CE.
