ESI option to hide blank fields

Description: If a field option value is blank, suppress it from the formatting and the Skill Mix Table. Needs to be a toggleable option for each ESI.

Use Case/Example: Not all fields will have a result in many queries. Fields without a result should not be added to the BOE.
