Add Create Access Tag to the assign access tag screen

Description: Add "Create Access Tag" feature to the Assign Access Tag screen

Use Case/Example: When assigning an access tag to a user or proposal, I realize I don't have the tag I need. I would like to be able to create the needed tag directly from that screen using a submenu.
