Description: We need the ability to lock down the BOE content but not lock down the workflow.
Use Case/Example: Once the Author has complete the BOEs and Estimates they are unable to move the workflow when it is locked. We are needing the ability for the Reviewer/ Approver to view the BOEs but not to edit them and still push it through the workflow to the finalized state while locked.
