Prefill fields when there is only one option

Description: When you create a new task or a new BOE it requires you to name them, the tool should pre-fill these fields with the higher level PBS names etc so that you do not have to enter the same info multiple times.

Use Case/Example: Creating a BOE within a Task under a PBS. You have to name the PBS, and then name the Task, and then name the BOE. If you want a different name then you can enter it, but the tool should pre-fill the fields with the PBS name so that you can reduce typing
