Feature Request: Preserve Resource Assignments When Copying BOEs

Summary:
Include an option to retain assigned resource IDs when copying a BOE from one PBS element to another. This allows estimators to duplicate BOEs for similar scopes of work without losing existing resource assignments, while still providing control over whether those assignments are preserved.

Problem Statement:
When a BOE is copied from one PBS element to another, the current behavior strips out all assigned resources. Estimators often copy BOEs for identical or highly similar scopes of work across multiple products or PBS elements (e.g., Assembly, Quality Control, Functional Test). Manually re-adding the same resources to each copied BOE is time-consuming, repetitive, and increases the risk of errors, ultimately slowing down the estimating process.

Proposed Solution:
Retain resource assignments as an optional behavior during BOE copy operations.
Provide a clear option (e.g., a checkbox or toggle) for estimators to choose whether to keep existing resource IDs when copying a BOE to a new PBS element.
If the option is enabled, copy the BOE along with all currently assigned resources and their IDs to the target PBS element.
If the option is disabled, copy the BOE structure and content but remove resource assignments, matching the current behavior.
Ensure the feature works consistently across all standard BOE copy workflows (e.g., single BOE copy, multi-BOE copy if applicable).

Benefits:
Reduces manual effort by eliminating the need to re-add the same resources after copying BOEs.
Improves estimator efficiency, particularly for repetitive scopes of work across multiple PBS elements.
Decreases the likelihood of resource assignment errors or omissions.
Provides flexibility by allowing estimators to choose whether to preserve or clear resource assignments based on the specific use case.
