Include Resource ID when copying BOEs

Description: Request is to include the assigned resource IDs when copying a BOE from one PBS element to another. Currently the tool strips out the assigned resources. One option could be to include this as selectable for an estimator to choose whether to keep the same resources assigned.

Use Case/Example: Typically we copy BOEs for the same scope of work that will be applicable to multiple products across the PBS structure that will be carried out by the same resources. For example: Assembly, Quality control, functional test etc. Manually re-adding resources each time is cumbersome and will increase estimator time.
