Expose the Location of the SOW to the BOE View

Feature Request: One-click SOW access from PBS elements

Summary:
Provide a clearly visible SOW button on every PBS element in both the BOE View and the Estimating View. With a single click, users can open the associated Statement of Work (SOW) for that PBS element, reducing navigation and improving workflow speed.

Problem Statement:
Accessing the SOW for a PBS element currently requires multiple clicks and navigating away from the primary working view. This slows down analysis, increases context switching, and makes it harder for users to validate scope, assumptions, and constraints while estimating or reviewing BOE details.

Proposed Solution:
Add a dedicated SOW button to each PBS element card/row in the BOE View and the Estimating View. The button should:
- Be consistently positioned and labeled (e.g., “SOW”).
- Open the linked SOW in a one-click interaction via a side panel or modal without leaving the current view.
- Respect user permissions; show disabled state or access message when appropriate.
- Indicate presence/absence of an SOW (e.g., icon state change or tooltip).
- Support deep links so users can share a direct URL to the PBS element with the SOW context opened.

Benefits:
- Speeds up BOE review and estimation by eliminating extra navigation.
- Reduces errors by keeping scope details immediately accessible at the point of work.
- Improves user experience with a consistent, intuitive interaction across views.
- Lowers training and support burden by simplifying a frequent task.
