Feature Request: RAM-Scoped Reporting and Dashboards

Summary:
Add a role-based permission option that limits pivots, reports, and dashboards so that users only see proposal data for PBS elements where they are assigned as a RAM. This enables broader access to analytics tools without exposing unrelated proposal information.

Problem Statement:
Currently, report and pivot access is effectively all-or-nothing. Users who should be able to analyze proposal data using pivots, reports, and dashboards must either be granted full visibility to all PBS records or be blocked from using these tools entirely. This creates data governance and confidentiality concerns, and prevents a segment of users from leveraging analytics while still respecting assignment-based data boundaries.

Proposed Solution:
Introduce a permission setting that scopes all reporting-related views (pivots, list reports, dashboards, and other data views) to only include PBS items where the user is assigned via the RAM. Specifically:
- When enabled for a role, all report queries automatically filter proposal data to PBS records assigned to that user as RAM.
- Apply this scoping consistently across pivots, list reports, dashboards, and any embedded or linked report views.
- Provide an admin-configurable option in the roles to combine RAM scoping with existing permission models.
- Clearly indicate within the UI that the user is seeing RAM-scoped data (e.g., a banner or filter badge) to avoid confusion about missing records.
- Ensure that if a user is not assigned in the RAM to any PBS in a proposal, their reports return no data.
