Feature Request: Effective-Dated Resource Field Values

Summary:
Enable users to define effective dates for resource field values so that the system automatically applies the correct default value when resources are spread on a proposal, based on the current date relative to those effective dates.

Problem Statement:
Today, users must manually select or update resource field values on proposals when business rules change over time (for example, before and after an organizational transition date). This manual process is error-prone and inconsistent, especially on large or frequently updated proposals. Without effective dating, it is difficult to ensure that all resources are tagged with the correct value at the appropriate time, leading to data quality issues and rework.

Proposed Solution:
Introduce effective-dated values for resource fields used on proposals.
Allow users to configure one or more values for a given resource field, each with an associated effective date.
When resources are spread on a proposal, automatically select the appropriate default value based on the current date and the configured effective dates (i.e., when the current date is equal to or greater than the effective date, that value becomes the default).
Support future-dated changes so that upcoming transitions can be configured in advance (e.g., value Y applies before the transition date, and value X automatically applies on and after the transition date).
Ensure that historical proposals retain their previously applied values to preserve data integrity and auditability.
Provide clear UI indications of the active value and any upcoming effective-dated changes for that resource field.
