Feature Request: Recycle Bin for Deleted Templates and Proposals

Summary:
Introduce a Recycle Bin in BOE Pro that temporarily stores deleted templates and proposals. Authorized users can restore these items within a configurable retention period, reducing the impact of accidental deletions and improving data safety.

Problem Statement:
Currently, when a user deletes a proposal or template in BOE Pro, the action appears to be permanent, with no straightforward way to recover the deleted item. If a proposal or template is removed by mistake, users must manually recreate it from scratch, which is time-consuming, error-prone, and risks losing important configuration details or historical context.

Proposed Solution:
Add a Recycle Bin feature that captures deleted templates and proposals instead of permanently deleting them immediately.
Allow administrators or users with appropriate permissions to view, search, and restore deleted items from the Recycle Bin.
Support a configurable retention period (e.g., 30/60/90 days) after which items are permanently purged.
Provide clear indicators in the UI showing when an item is in the Recycle Bin and when it will be permanently deleted.
Log restore and permanent delete actions for auditing purposes (who performed the action and when).
