Feature Request: Refresh Default External Field Assignments on Proposal

Summary:
Ensure that when External Resource fields are added to a Proposal, their default values are correctly loaded and refreshed, even if the direct rate table is already assigned. This feature will guarantee consistent default behavior for External fields regardless of the order in which related fields are configured.

Problem Statement:
Currently, when the direct rate table is assigned before External Resource fields are added to a Proposal, the default values for those External fields are not loaded. This creates inconsistent behavior depending on configuration order, forcing users to manually correct or re-enter data. The lack of automatic default assignment can lead to errors, incomplete proposals, and additional administrative overhead.

Proposed Solution:
Automatically refresh and apply default values for External Resource fields whenever they are added to a Proposal, regardless of whether the direct rate table was assigned earlier.
Introduce logic that triggers a recalculation or reload of default External field assignments when:

• New External fields are added to an existing Proposal, or

• The direct rate table or related configuration changes in a way that should affect default External values.
  Provide a clear indication to the user that defaults have been refreshed (e.g., inline notification or subtle status message), especially when updates occur after initial Proposal setup.
  Ensure this refresh process is non-destructive, preserving any fields that users have explicitly overridden while only filling in missing or system-controlled default values.
