Feature Request: Assign Location and Access Tags to multiple Proposals

Summary:
Enable users to assign location and access tags to multiple proposals at once, streamlining tag management and ensuring consistent metadata across related proposals.

Problem Statement:
Currently, users must open each proposal individually to add or modify location and access tags. This is slow, error-prone, and leads to inconsistent tagging, especially when managing large sets of related proposals.

Proposed Solution:
Provide a bulk tagging capability from a proposal list or management view that lets users select multiple proposals and apply, update, or remove location and access tags in a single action. Support filtering and searching by tags, preview of changes before applying, and guardrails to avoid overwriting critical tags unintentionally.

Benefits:
Reduces manual effort for administrators, improves data consistency across proposals, and makes it easier to report, filter, and control access based on standardized tag usage.
