Feature Request: Sync CE Templates when creating BOE Pro proposals

Summary:
Enable users to select a CE template during BOE Pro proposal creation so that Proposal CERs, task and resource selections, and table selections are automatically imported from CE. This provides a consistent, template-driven starting point for proposals while preserving the current non-template workflow for users who do not use CE templates.

Problem Statement:
Today, estimators who need proposals in BOE Pro to align with standardized CE templates must manually configure Proposal CERs, tasks, resources, and tables to match CE. This manual process is time-consuming, error-prone, and can lead to inconsistent proposal setups across the organization. There is no direct way to drive BOE Pro proposal configuration from a selected CE template at the time of proposal creation.

Proposed Solution:
Allow users to optionally select a CE template when creating a new proposal in BOE Pro.
When a template is selected, authenticate against CE as needed and perform a one-time import of the following from the chosen CE template into the new BOE Pro proposal:

• Proposal CERs

• Task selections

• Resource selections

• Table selections

If no template is selected, proposal creation in BOE Pro should behave exactly as it does today, with no change to existing workflows.
The template-based import should be a single copy operation at proposal creation time, with no ongoing synchronization or back-propagation of changes between BOE Pro and the CE template.
Surface clear messaging in the UI that the configuration is a one-time copy and that subsequent changes to the CE template will not auto-update existing BOE Pro proposals.

Improves consistency and standardization of proposals across the organization by aligning them with approved CE templates.
