Add Flat View for BOE View and Estimates

Feature Request: Flat View for BOE and Estimate-Eligible Items

Summary:
Provide a flat default view in BOE Pro that displays only PBS items eligible for BOE and estimate entries. Users can optionally switch to a full hierarchical “Tree View” when they need to see all PBS items and relationships.

Problem Statement:
Today, users must work within a full hierarchical PBS view even when they only need to enter BOEs or estimates on a subset of items. Parent PBS items that cannot accept BOE or estimate entries add visual noise and make it harder to quickly find actionable items. This slows data entry, increases cognitive load, and raises the risk of users selecting the wrong PBS item.

Proposed Solution:
Introduce a “Flat View” as the default display mode in BOE Pro that:

• Shows only PBS items that are eligible for BOE and/or estimate entries.

• Hides parent or structural PBS items that do not support BOEs or estimates.

• Preserves all underlying hierarchical relationships in the data model, even though they are not shown in this view.

Add a “Tree View” toggle that:

• Switches the display to a full hierarchical PBS view.

• Shows all PBS items, including non‑actionable parents and structural nodes.

• Keeps any selections, filters, or context consistent when switching between Flat View and Tree View where possible.

Ensure both views:

• Use clear visual indicators or labels so users always know which view they are in.

• Respect existing permissions, filters, and project context.

• Perform efficiently even on large PBS structures.

Benefits:

• Streamlines BOE and estimate entry by focusing on only actionable PBS items.

• Reduces visual clutter and cognitive load for users working primarily on data entry.

• Lowers the risk of errors by minimizing interaction with non‑eligible PBS nodes.

• Improves user efficiency and satisfaction by allowing quick toggling between a simplified Flat View and a full Tree View as needed.
