Feature Request: Configurable workflow steps by RAM group

Summary:
Enable users to choose which configured workflow steps apply to each RAM group. This would allow line managers to selectively apply author and approval steps at the group level instead of enforcing the same workflow across all RAM groups.

Problem Statement:
Currently, workflow steps configured in proposal settings apply uniformly across the RAM. If two author or approval steps are configured, both apply to every RAM group whether they are needed or not. This creates unnecessary rigidity and prevents line managers from tailoring the workflow to the needs of a specific RAM group, which can lead to inefficient approval processes and extra administrative work.

Proposed Solution:
Allow users to assign applicable workflow steps individually at the RAM group level. If multiple author or approval steps are configured in proposal settings, line managers should be able to select which of those steps apply to a given RAM group. The system should preserve the overall proposal workflow configuration while allowing group-level selectivity, and it should clearly indicate which workflow steps are active for each RAM group.

Benefits:
Improves flexibility by allowing workflows to match the needs of each RAM group. Reduces unnecessary approval or authoring steps for groups that do not require the full configured workflow. Increases efficiency for line managers and contributors by making RAM workflows more precise and easier to manage.
