Feature Request: Enforce skill mix for BOE types

Summary:
Ensure that specific BOE types require a skill mix table before they can be completed or submitted. This feature would help users include required staffing detail consistently and reduce the chance of missing critical information.

Problem Statement:
Some BOE types require a skill mix table, but the table is currently inserted manually by the user. Because this step relies on memory, users can easily forget to add it, resulting in incomplete BOEs and additional review cycles to catch and correct the omission.

Proposed Solution:
Automatically enforce inclusion of a skill mix table for designated BOE types. When a user creates or edits one of these BOE types, the system should either insert the required skill mix table by default or block completion until the table is added. The validation should apply only to BOE types configured to require a skill mix and should provide clear guidance so users understand what is missing and how to resolve it.
