Skill mix Table BOE Section Type

Feature Request: Skill Mix Table Section for Proposals

Summary:
Introduce a dedicated Skill Mix Table section type within proposals that allows users to include, position, and manage a single Skill Mix Table per BOE. When BOE actuals are created, the system should automatically place the Skill Mix Table into this section and enforce rules that prevent duplicate or unnecessary Skill Mix Table insertions.

Problem Statement:
Currently, there is no standardized section type for managing the Skill Mix Table within a proposal. This can create inconsistency in how the table is added, ordered, and maintained. It also increases the risk of duplicate Skill Mix Tables, unnecessary ESI lookups, and a less controlled user experience when actuals are created for the BOE. Without clear system rules, users may add the table in ways that are inefficient or conflict with proposal structure requirements.

Proposed Solution:
Create a new BOE section type specifically for the Skill Mix Table.
Allow only one Skill Mix Table section per BOE.
Enable users to add and reorder the Skill Mix Table section within proposal properties.
Automatically add the Skill Mix Table to the dedicated section when BOE actuals are created.
When the Skill Mix Table section type is present in a proposal, limit ESI lookups per BOE to one.
Remove the manual “insert Skill Mix Table” option for users when this section type is being used, to avoid duplication and enforce consistency.
