Enable minimum size on user add for RAM View

Feature Request: RAM View User Assignment Screen Accessibility Improvements

Summary:
Improve the RAM View user assignment screen so it remains fully usable on low-resolution displays or when users are zoomed in. The feature should ensure critical actions such as Accept and Cancel are always visible and provide the option to open the assignment screen in a new window for better usability.

Problem Statement:
Currently, when users with low-resolution screens or higher browser zoom levels add users in RAM View, the Accept and Cancel buttons can disappear from the user assignment screen. This makes it difficult or impossible for users to complete or exit the action efficiently, creating frustration and slowing down the workflow. The current layout does not adapt well to constrained screen space, which reduces accessibility and usability.

Proposed Solution:
Update the RAM View user assignment screen to follow the same usability improvements already implemented in Proposal Settings for direct rate tables.
Ensure the Accept and Cancel buttons always remain visible regardless of screen resolution or browser zoom level.
Allow users to open the user assignment screen in a new window to provide additional workspace when needed.
Adjust the layout so the screen remains functional and accessible in constrained display environments without hiding critical actions.
