Feature Request: Open Section Instruction Links in New Tab

Summary:
Enable links included in BOE section instructions to open in a new browser tab, allowing users to access supplemental information without losing their place in the current workflow.

Problem Statement:
Currently, when a user clicks a link in the section instructions, it opens in the same tab. This disrupts the user’s workflow by navigating them away from the BOE section they are actively working in. As a result, users may lose context, need to navigate back manually, and experience unnecessary friction when referencing supporting information.

Proposed Solution:
Update link behavior within BOE section instructions so that all embedded links open in a new browser tab by default.
Ensure this behavior applies specifically to admin-added instructional content that includes links to external or supporting resources.
Preserve the user’s current location in the BOE workflow while allowing easy access to reference material.
Maintain consistent link behavior across all section instructions to create a predictable user experience.
