Create Task Selection in the CF tool

Create Task Selection in the CF tool. Add the ... to the task selection in the screen that when clicked allow the user to create a task selection without leaving the CF app.

Also add to the ribbon a "Task Selections" button to where the iser can vew abd edit all the task selections for the proposal.
