Travel Escalation Rates for Airfare, Per Diem, Hotel, miledge, rental car, etc

Add options to apply escalation factors by year for airfare, per diem, rental car and others at one time only for all destinations; thus we don't need to manually add yearly escalation factors one by one for each trip (we have thousands of destinations in our travel table).
