A new optional feature designed to handle advanced rate management for Service-Type proposals that require it:
Choice at Proposal Creation: Users can select Rate Builder instead of Rate Card when setting up a proposal.
Comprehensive Rate Management: Rate Builder will allow users to:
Input proposal-specific RFP Labor Categories (Another potential place for this is the Proposal Properties, but keeping it here for now)
Map RFP Labor Categories to Resources
Build and override rates at the proposal level
Perform all advanced rate operations previously considered for Rate Card enhancements, including:
Escalation by Phase: Users can escalate rates by Phase, in addition to Month, Quarter, and Year.
Proposal-Level Escalation: Support escalation at the proposal level.
Tab Separation: Separate Direct and Indirect rates using tabs (possibly RFP Labor Categories as well if not in Proposal Properties).
Input Mode Toggle: Allow switching between Composite and Direct rate input.
Rate Source/Table Field:
Top Grid: For individual Resource and Labor Category records, the rate source should be identified and selectable in the top grid.
Lower Grid: For Labor Categories using Composite or blended rates, the rate source should be identified and selectable in the lower grid where contributing labor categories are selected.
