OpenTelemetry Client Logging Support

Enhance the ProPricer Server Config Tool to allow client-side logging configuration through the recently added OpenTelemetry protocol integration, enabling customers to easily set up centralized logging for user clients. Currently, the tool only supports server-side logging, and while users can manually configure client-side logging via a JSON file, this process is cumbersome and prone to syntax errors. Leveraging OpenTelemetry will streamline configuration, reduce errors, and provide a consistent, standards-based approach to telemetry across both server and client environments.
