Phase Creation in the Rate Builder Workflow

Summary:
Enable users to create phases directly in the Rate Builder workflow through a dedicated tab, making this required step easier to find and complete for Services Rate Builder proposals.

Problem Statement:
Users must create phases before they can apply escalation or spread estimates within a Services Rate Builder proposal. Currently, phase creation is located in the Reports folder within Proposal Properties, making it difficult to discover. Users who overlook this step or do not know it is required cannot proceed with these activities, interrupting proposal completion.

Proposed Solution:
Add a dedicated Phases tab to the Rate Builder workflow so users can create phases without navigating to Proposal Properties.
Position the tab before the workflow steps that require phases, making the prerequisite clear.
Ensure phases created through the tab are available for applying escalation and spreading estimates within the proposal.
When phases are required but have not been created, provide clear guidance directing users to the Phases tab.
