Inherit Access Tags from Location

Description: Allow the assigning of Access Tags to locations. When a Cost Volume is saved in an area, it should inherit all the access tags from the location. If the Cost Volume is moved to a different location, the inherited access tags are updated to match the new location. It would be similar to folder rights from the ProPricer Contractor edition.

Use Case/Example: Assigning access tags for each Cost Volume is a manual process that is tedious and prone to error. As a user, I want to be able to assign a cost volume to a location and then have all the right people access to it.
