Import Resources Without Rates to the Direct Rate table

In ProPricer, you can add Resources to the Direct Rate Table without adding a rate for them. With the Database Integration Tool there is no way to import just the Resources to the Table without adding a rate. Please make it so that the resources can be imported without rates.
