Export Full Cost Details for Discretely (Manually) Spread Resources

Summary:
Enable export of full calculated cost details (from Direct Cost through Total Price) for all proposal resources, including those that are discretely (manually) spread and those coming from travel, material, and other sources—not only resources using a spread curve.

Problem Statement:
Currently, full cost detail export is only available for resources that use a spread curve on a proposal. Resources that are manually spread or derived from travel, material, or other sources do not include the same level of cost breakdown in exports. This inconsistency forces users to piece together cost data manually for a subset of resources, introducing errors, slowing analysis, and making it difficult to provide complete and auditable cost reports to stakeholders.

Proposed Solution:
Extend the existing export logic so that all proposal resources—whether spread via curves or discretely (manually) spread, and whether entered directly or originating from travel, material, or other sources—include full calculated cost details in exports.
Ensure the exported data for these resources provides the same breakdown currently available for spread-curve resources (Direct Cost through Total Price).
Apply this behavior consistently across all relevant export formats and destinations used for proposal cost reporting.
Maintain current behavior for spread-curve resources while harmonizing the export data model so that consumers of the export do not need to treat manually spread resources differently.
