The feature should help users organize the early stages of proposal planning so teams can move from opportunity intake to proposal preparation with greater consistency and visibility.

Problem Statement:
Pre-proposal activities are often handled through disconnected steps and informal processes, making it difficult to track progress, coordinate the right contributors, and ensure that each proposal starts with the necessary preparation.
