Document Tree & Internal Access core repository

Feature Request: Document Tree & Internal Access

Summary:
Provide a centralized document repository in Management Pro organized around the portfolio hierarchy (Program arr; Contract arr; Project arr; Proposal), with versioning, configurable metadata, inline preview, and governed access controls. This creates a single, authoritative document tree that underpins related features such as the External Portal, Outlook Inbox Integration, and SharePoint Integration.

Problem Statement:
Today, portfolio documents are fragmented across local drives, email, and external systems, making it difficult to maintain a complete, auditable record of contract and project documentation. Access controls are often ad hoc, and there is no consistent way to apply ITAR/EAR restrictions, classification levels, or retention policies across the portfolio. This fragmentation increases compliance risk, complicates audits, and slows users who need to find and share the right documents quickly.

Proposed Solution:
Introduce a hierarchical document tree aligned to the portfolio structure (Program arr; Contract arr; Project arr; Proposal), with support for nested folders at each level.
Support configurable document metadata and required fields, along with an “AI Fill Metadata” action where Dela reads a document and proposes metadata for user confirmation.
Limit supported file types to text-based document formats (Word, PDF, etc.) and Excel, with a configurable per-file size limit enforced at upload.
Provide document versioning where uploading a document with the same name prompts users to either create a new version or replace the existing file, and allow retrieval and comparison of prior versions with Dela-generated change summaries.
Enable inline preview for supported formats without requiring download, and constrain user-facing search to document metadata while allowing Dela full-content search on behalf of the user.
Implement a see/don’t-see access tag model on folders, with automatic top-down inheritance across the hierarchy and narrowing-only overrides; add per-Project classification levels that combine with tags to govern visibility and export behavior.
Maintain a detailed audit log of document actions (upload, view, download, versioning, deletion, access tag changes) and support per-folder and per-document retention policies, including legal holds and controlled deletion aligned to FAR requirements.
Allow users to export any selected portion of the tree as a zip that preserves folder structure and includes a generated PDF cover page listing ITAR/EAR access information derived from document tags plus a configurable organizational disclosure statement.
Ensure the entire experience complies with Section 508 accessibility requirements.

Benefits:
Creates a single, authoritative, portfolio-aligned document repository that consolidates scattered content.
Reduces compliance and audit risk through consistent access tagging, classification levels, audit trails, and retention policies.
Improves user productivity via intuitive tree navigation, inline preview, metadata-only search, and AI-assisted metadata entry.
Enables higher-value features (External Portal, Outlook Inbox Integration, SharePoint Integration) to build on a robust, governed document foundation.
Supports secure, compliant export workflows with ITAR/EAR visibility and standardized disclosure statements embedded in cover pages.
