Feature Request: Project Owner Filters and Multi-Select

Summary:
Enable users to filter the project owner user list and select multiple project owners within the same dialog experience used in BOE Pro. This feature should make it easier to find the right users and assign ownership efficiently, especially in environments with large user lists.

Problem Statement:
Currently, assigning project owners is inefficient because users cannot easily filter the available user list or select multiple project owners at once. This creates unnecessary manual effort, slows down project setup and updates, and makes the experience less scalable for teams managing many users. The lack of consistency with the BOE Pro dialog also creates friction for users expecting the same workflow across products.

Proposed Solution:
Update the project owner selection experience to use the same dialog pattern as BOE Pro.
Allow users to filter the available user list to quickly find specific individuals.
Enable multi-select so users can assign more than one project owner in a single action.
Ensure the dialog is intuitive, consistent with existing BOE Pro behavior, and supports efficient selection in large user directories.
