Feature Request: Proposal Selection Criteria Date Filters

Summary:
Add Last modified and Creation date as selectable named criteria in Proposal selection filters, along with a <strong>most recent</strong> operator. This would allow users to quickly identify and prioritize the newest or most recently updated proposals without relying on manual review.

Problem Statement:
Currently, Proposal selection criteria do not include clear date-based options for Last modified or Creation date, and users cannot apply a <strong>most recent</strong> operator to sort or filter proposals accordingly. This makes it harder to find the latest or most actively updated proposals, slows down review workflows, and increases the risk of missing relevant records when managing large proposal sets.

Proposed Solution:
Add Last modified and Creation date< as named options within Proposal selection criteria.
Add a <strong>most recent</strong> operator that can be used with these date fields to identify the newest created proposals or the most recently updated proposals.
Ensure the operator behaves consistently with other selection criteria and returns accurate results based on proposal timestamps.
Present these options in a clear and intuitive way so users can apply them without additional configuration or workarounds.
