Set Different Levels for SOW and BOE in the proposal properties.
The options are confusing, specifically the option Task means for SOW on both and BOE-only Task. I think it will be better if we have separate options for Link SOW and Link BOE.
When there are multiple people assigned to the same Workflow Step, allow the selection of the required signers. Should be able to select all or some of the people on the step.
