Access Tags for Locations/Folders (folder rights)

Description: The ability to assign access tags to locations. The user cannot see the area to select if they do not have the access tag for that location, and they cannot see the proposal saved in that location even if they have access otherwise.

Use Case/Example: Certain users should not see all the locations within my system. They should not be able to add proposals to locations they dont have access to accidentally.
