Feature Request: Predefined Resource Selections by RAM Group

Summary:
Enable admins to define a default set of resources for each RAM group on a template or proposal, so estimators only see the most relevant resources for their functional group when assigning resources to a PBS. Provide an option to enforce these selections so users in that RAM group are restricted to the defined resource set where appropriate.

Problem Statement:
Today, estimators working on a PBS often see all resources from a shared direct rate table that covers multiple functional groups. This forces them to manually search and filter through a large, mixed list of resources to find the ones that apply to their specific functional group on that PBS. The process is slow, increases the likelihood of selecting incorrect resources, and can lead to inconsistent application of organizational standards across proposals.

Proposed Solution:
Allow administrators to configure a predefined “resource selection” for each RAM group at the template and proposal level.
When an estimator in a given RAM group assigns resources on a PBS, default the resource picker to show only the resources in that group’s predefined selection.
Provide a configuration option to enforce the selection (hard restriction) so users in that RAM group can only choose resources from the predefined set.
If enforcement is not enabled, still default to the predefined selection but allow users to expand or switch to the full resource list when needed.
Ensure this configuration works seamlessly with a single direct rate table that holds rates for all functional groups, without duplicating rate tables.
